Investigadores del Instituto de Hidr\u00e1ulica Ambiental de la Universidad de Cantabria (IHCantabria<\/a>) han liderado el proyecto ALICE<\/a>, orientado a encontrar soluciones basadas en la naturaleza con las que dise\u00f1ar paisajes multifuncionales y resilientes, capaces de adaptarse al cambio clim\u00e1tico global. Once socios de cinco pa\u00edses europeos han cooperado durante tres a\u00f1os y medio para crear redes de infraestructuras verdes y azules, constituidas por ecosistemas terrestres, ribere\u00f1os o acu\u00e1ticos que, en contraposici\u00f3n a las infraestructuras grises (construcciones artificiales), dan a los territorios herramientas estrat\u00e9gicas para la adaptaci\u00f3n y mitigaci\u00f3n clim\u00e1ticas protegiendo la biodiversidad.<\/p>\n

Jos\u00e9 Barqu\u00edn Ortiz<\/a>, responsable del Grupo de Ecosistemas Continentales de IHCantabria, es el investigador principal de esta iniciativa financiada con 2,25 millones de euros de los fondos FEDER adscritos al programa Interreg \u00c1rea Atl\u00e1ntica. Junto a los miembros de su equipo Ana Sili\u00f3 Calzada<\/a> y Jos\u00e9 Manuel \u00c1lvarez-Mart\u00ednez<\/a> explica que se ha trabajado con cuatro casos de estudio en diferentes localizaciones de los pa\u00edses implicados: una en Francia, otra en Espa\u00f1a, la tercera en Portugal y una \u00faltima en una zona l\u00edmite entre Reino Unido e Irlanda.<\/p>\n

\u201cA lo largo de una serie de paquetes de trabajo, hemos analizado los patrones, procesos y funciones ecosist\u00e9micas en los diferentes casos de estudio\u201d, se\u00f1ala \u00c1lvarez-Mart\u00ednez, recordando que se han utilizado para ello herramientas de inteligencia artificial. As\u00ed, los investigadores han analizado el clima y la ocupaci\u00f3n del suelo tanto desde un punto de vista hist\u00f3rico como la situaci\u00f3n actual y diferentes escenarios de futuro, abordando aspectos como la hidrolog\u00eda y calidad del agua o la generaci\u00f3n de madera.<\/p>\n

Conocimiento \u00fatil<\/strong><\/p>\n

Existen servicios ecosist\u00e9micos de regulaci\u00f3n \u2013control de plagas, moderaci\u00f3n de eventos meteorol\u00f3gicos extremos\u2013, de aprovisionamiento -de agua potable, alimento y materias primas- y culturales \u2013obtenidos de las actividades de deporte y ocio que desarrollamos en espacios naturales\u2013. Ante la variaci\u00f3n de algunos de los factores que los regulan, como puede ser el aumento de la temperatura terrestre, la contaminaci\u00f3n de un r\u00edo o la tala de un bosque, el entorno se ve obligado a adaptarse.<\/p>\n

Seg\u00fan Jos\u00e9 Manuel \u00c1lvarez-Mart\u00ednez, \u201cla integraci\u00f3n de todo este conocimiento ha permitido generar diferentes escenarios de Redes de Infraestructura Azul y Verde (RIAVs) para dar soluciones integrales de dise\u00f1o de paisajes eficientes, con participaci\u00f3n p\u00fablica\u201d a trav\u00e9s de talleres, encuestas y otros mecanismos. Por ejemplo, \u201cse puede conocer la distribuci\u00f3n de las masas forestales en cada caso de estudio y definir lugares a conservar y restaurar para mejorar la calidad del agua y evitar la p\u00e9rdida y erosi\u00f3n del suelo\u201d.<\/p>\n

Jos\u00e9 Barqu\u00edn incide en la misma idea: \u201clas metodolog\u00edas nos permiten aunar esfuerzos a la hora de dise\u00f1ar las infraestructuras; ALICE ha tenido \u00e9xito en eso\u201d. Otro resultado del proyecto ha sido la definici\u00f3n de un marco conceptual para analizar las barreras que surgen a la hora de implementar medidas en cada territorio, porque \u201ccada uno tiene sus particularidades y es fundamental contar con los agentes locales\u201d.<\/p>\n

En esta l\u00ednea, dentro del proyecto se ha hecho una entrevista a m\u00e1s de 1.100 c\u00e1ntabros sobre el inter\u00e9s que tendr\u00edan en pagar por carne de vaca que haya estado alimentada en zonas donde no se ha quemado el terreno de una manera incontrolada, y \u201cm\u00e1s del 80% estar\u00eda dispuesto\u201d, lo que permite a Barqu\u00edn concluir que \u201clos c\u00e1ntabros est\u00e1n abiertos a invertir en adaptaci\u00f3n frente al cambio clim\u00e1tico\u201d.<\/p>\n

El consorcio de ALICE ha incluido a universidades, institutos de investigaci\u00f3n, gobiernos locales y nacionales, ONGs y PYMES. Por parte de Espa\u00f1a han participado IHCantabria y el Centro Vasco de Cambio Clim\u00e1tico (BC3), quien ha dise\u00f1ado una aplicaci\u00f3n que integra los 25 modelos desarrollados y los actualiza en tiempo real con los datos disponibles.<\/p>\n

Tras celebrar su congreso final en marzo, con la participaci\u00f3n virtual de m\u00e1s de 300 participantes de toda Europa, el proyecto ALICE est\u00e1 a punto de finalizar. Las herramientas t\u00e9cnicas yprocedimientos generados en su marco pretenden facilitar la toma de decisiones sobre planificaci\u00f3n, gesti\u00f3n y regulaci\u00f3n del paisaje tanto a gobiernos locales y regionales como a posibles empresas interesadas (recolectores de mariscos, empresas forestales, agricultores y ganaderos, etc.).<\/p>\n

ALICE en Cantabria<\/strong><\/p>\n

ALICE ha supuesto una oportunidad para profundizar y sistematizar el estudio de la evoluci\u00f3n del paisaje atl\u00e1ntico en Cantabria, especialmente en aspectos relacionados con la regulaci\u00f3n hidrol\u00f3gica o la calidad del agua, y su relaci\u00f3n con los cambios en el paisaje por agricultura y ganader\u00eda, abandono del territorio o la ocurrencia de incendios. \u201cLas Redes de Infraestructura Azul y Verde, como posible soluci\u00f3n a estos problemas cada vez m\u00e1s recurrentes, nunca hab\u00edan sido objeto de estudio profundo en la regi\u00f3n, y mucho menos formaban parte de un di\u00e1logo intersectorial de los agentes clave del territorio\u201d, explican los investigadores. As\u00ed, se ha logrado \u201ctender un puente entre ciencia y sociedad\u201d, ya que la acogida social ha sido \u201cmuy positiva\u201d.<\/p>\n

La Estrategia Nacional de Infraestructura Verde y de la Conectividad y Restauraci\u00f3n Ecol\u00f3gicas, aprobada en 2020 por el Ministerio para la Transici\u00f3n Ecol\u00f3gica y el Reto Demogr\u00e1fico, obliga a las comunidades aut\u00f3nomas a desarrollar una Red de Infraestructura Verde a nivel regional en el plazo de dos a\u00f1os. ALICE aporta a Cantabria claves para integrarse en esa estrategia, adem\u00e1s de estar alineado con los objetivos europeos del programa Horizonte Europa, el Green Deal y el Reto Demogr\u00e1fico.<\/p>\n
