Investigadores del Instituto de Hidr\u00e1ulica Ambiental de la Universidad de Cantabria (IHCantabria) acaban de ultimar el diagn\u00f3stico estrat\u00e9gico que permitir\u00e1 priorizar actuaciones y soluciones para la gesti\u00f3n integrada de la cuenca del Saja-Besaya, aportando una base t\u00e9cnica de cara a la elaboraci\u00f3n del Plan Estrat\u00e9gico Ambiental 2030 que la Consejer\u00eda de Desarrollo Rural, Ganader\u00eda, Pesca, Alimentaci\u00f3n y Medio Ambiente del Gobierno de Cantabria tiene previsto aprobar para este entorno. <\/p>\n

El equipo coordinado por el Responsable de Hidrobiolog\u00eda y Gesti\u00f3n Ambiental, Jos\u00e9 Antonio Juanes<\/a> celebr\u00f3 hace unos d\u00edas un taller virtual con los actores de la cuenca, una m\u00e1s de las diferentes iniciativas de participaci\u00f3n ciudadana que ha incluido el proyecto.<\/p>\n

“Llevamos dos d\u00e9cadas trabajando en esta l\u00ednea de investigaci\u00f3n. Empezamos abordando aspectos sectoriales \u2013saneamientos, conservaci\u00f3n, inundaciones- en diferentes partes de Cantabria, a trav\u00e9s de proyectos asociados al Gobierno de Cantabria y tambi\u00e9n con financiaci\u00f3n europea y del Plan Nacional<\/em>“, explica Jos\u00e9 Antonio Juanes. Fruto de toda esa capacidad de conocer aspectos relacionados con la gesti\u00f3n de los sistemas h\u00eddricos, “planteamos un sistema de trabajo que integra la gesti\u00f3n ambiental, la parte econ\u00f3mica y la social, de an\u00e1lisis y b\u00fasqueda de soluciones conjuntas con otros socios o participantes<\/em>“.<\/p>\n

En 2019, el Gobierno de Cantabria recurri\u00f3 al equipo de IHCantabria con el fin de aplicar esta experiencia en un caso espec\u00edfico: el Saja-Besaya. En el primer a\u00f1o de desarrollo del proyecto, se ha analizado toda la informaci\u00f3n existente a escala local, delimitando qu\u00e9 planificaci\u00f3n hay, cu\u00e1l se est\u00e1 desarrollando y cu\u00e1l no, y c\u00f3mo es la percepci\u00f3n ciudadana al respecto. As\u00ed, los investigadores han elaborado un primer documento con metas, l\u00edneas estrat\u00e9gicas y de investigaci\u00f3n para avanzar en una propuesta que en un futuro permita al Gobierno elaborar su Plan Estrat\u00e9gico.<\/p>\n

Entrevistas, consultas y talleres<\/strong><\/p>\n

En l\u00ednea con el objetivo de la estrategia de transici\u00f3n justa de lograr un desarrollo econ\u00f3mico m\u00e1s ecol\u00f3gico, el proyecto ha implicado a m\u00e1s de 200 personas en la elaboraci\u00f3n de las prioridades de acci\u00f3n, “un n\u00famero representativo de la cuenca<\/em>” seg\u00fan Juanes, incluyendo entrevistas a 120 agentes sociales, competentes y consultivos, as\u00ed como una consulta p\u00fablica mediante una encuesta por Internet.<\/p>\n

El taller realizado el 21 de diciembre con los agentes que quisieron participar permiti\u00f3 avanzar en la definici\u00f3n de prioridades, con la participaci\u00f3n activa de la mayor parte de los 45 asistentes. “A partir de este procedimiento, en la segunda fase terminaremos el documento de priorizaci\u00f3n y desarrollaremos l\u00edneas y proyectos concretos que se tratar\u00e1n de poner en marcha en los pr\u00f3ximos a\u00f1os<\/em>“, concluye Juanes.<\/p>\n

Sobre el proyecto<\/strong><\/p>\n

El objetivo general es la validaci\u00f3n de procedimientos aplicables a la gesti\u00f3n ambiental integrada de cuencas hidrogr\u00e1ficas desde una perspectiva local, utilizando como caso de estudio la cuenca del Saja-Besaya.
