El Instituto de Hidr\u00e1ulica Ambiental de la Universidad de Cantabria (IHCantabria) participar\u00e1 en la puesta en marcha del Plan Estrat\u00e9gico Ambiental Saja-Besaya 20-30, un documento que, bajo el liderazgo de la Consejer\u00eda de Desarrollo Rural, Ganader\u00eda, Pesca, Alimentaci\u00f3n y Medio Ambiente de Cantabria, implicar\u00e1 la realizaci\u00f3n de un conjunto de actuaciones que orienten la gesti\u00f3n ambiental de ambas cuencas hacia un desarrollo sostenible.<\/p>\n

Tal y como ha explicado el consejero de Desarrollo Rural, Ganader\u00eda, Pesca, Alimentaci\u00f3n y Medio Ambiente, Guillermo Blanco, \u00a0la primera fase del Plan se desarrollar\u00e1 de manera inmediata y consistir\u00e1 en realizar un diagn\u00f3stico de la situaci\u00f3n actual de ambas cuencas a partir de toda la informaci\u00f3n ambiental disponible sobre asuntos como la calidad de las aguas y del aire, la conservaci\u00f3n del paisaje, los suelos contaminados, los residuos industriales, dom\u00e9sticos y agro ganaderos y las \u00e1reas degradas.<\/p>\n

Un inventario que llevar\u00e1 a cabo IHCantabria en colaboraci\u00f3n con el Gobierno regional y los diez municipios que integran la Agrupaci\u00f3n de Municipios del Saja-Besaya: Cartes, Miengo, Suances, Polanco, Santillana del Mar, Reoc\u00edn, Alfoz de Lloredo, Corrales de Buelna, San Felices de Buelna y Torrelavega.<\/p>\n

En este sentido, Blanco pedir\u00e1 la colaboraci\u00f3n del Ministerio de Transici\u00f3n Ecol\u00f3gica, del resto de municipios que atraviesan las cuencas de ambos r\u00edos (Ruente, Cabu\u00e9rniga, Los Tojos, Cabez\u00f3n de la Sal, Mazcuerras, Campoo de Enmedio, Santiurde de Reinosa, Pesquera, B\u00e1rcena de Pie de Concha, Molledo, Arenas de Igu\u00f1a y Cieza), as\u00ed como a organizaciones conservacionistas, ecologistas, sindicatos y empresas del Saja-Besaya.<\/p>\n

\u201cBuscamos soluciones de consenso. Es muy importante tener conciencia de que lo que le ocurre a un municipio lo debemos solucionar entre todos\u201d, ha subrayado Blanco, quien se ha mostrado convencido de que este Plan servir\u00e1 para dar soluciones a los problemas y sobre todo cumplir con los objetivos de desarrollo sostenible que la ONU marca hasta 2030.<\/p>\n

IHCantabria, un pilar fundamental<\/h2>\n

En este sentido, se ha mostrado confiado en lograr estos retos al poder contar en este proyecto con el apoyo t\u00e9cnico de IHCantabria, al que se ha referido como \u201cun pilar fundamental\u201d para lograr soluciones de consenso.<\/p>\n

Tras la primera fase, que concluir\u00e1 en 2020, se iniciar\u00e1 una segunda consistente en poner en marcha una primera etapa de actuaciones, que incluir\u00e1 una evaluaci\u00f3n al final del periodo 2021-2025, y una tercera y \u00faltima etapa, entre 2026-2030, con m\u00e1s actuaciones y otra evaluaci\u00f3n.<\/p>\n

El consejero ha dado a conocer estas l\u00edneas generales del Plan a la mayor parte de los municipios afectados en una reuni\u00f3n de trabajo que se ha celebrado en las instalaciones del CIMA, con la presencia de los alcaldes de esos diez municipios, directores generales de las tres consejer\u00edas implicadas en el Plan (Desarrollo Rural y Medio Ambiente, Industria y Obras P\u00fablicas) y el Director de docencia y capacitaci\u00f3n y responsable del \u00e1rea de hidrobiolog\u00eda y gesti\u00f3n ambiental de IHCantabria, Jos\u00e9 Juanes.<\/p>\n

Precisamente, el Director de docencia y capacitaci\u00f3n y responsable del \u00e1rea de hidrobiolog\u00eda y gesti\u00f3n ambiental de IHCantabria, Jos\u00e9 Juanes, ha explicado que los trabajos que va a desarrollar el instituto pasan por \u201cconsensuar, planificar, diagnosticar, priorizar, poner en marcha diferentes actuaciones y luego evaluar los resultados\u201d.<\/p>\n

Juanes ha recordado que este tipo de estudios no son nuevos para IHCantabria porque anteriormente ya ha trabajado en colaboraci\u00f3n con el Gobierno de Cantabria para poner en marcha estrategias de gran \u00e9xito como la directiva del Marco del Agua, H\u00e1bitat o estudios sobre recursos marisqueros.<\/p>\n<\/div>\n<\/div>\n
